Most stormwater violations don't start during construction. They start two, five, ten years later, when no one in the building remembers who is responsible for the basin behind Building C, and a city inspector knocks anyway.

Post-construction stormwater is the long-tail compliance work that begins at substantial completion and continues for the operational life of the property. Every detention basin, retention pond, water-quality vault, filter strip, and conveyance line on your site carries an Operations and Maintenance obligation written into the original development approval. Those obligations don't expire when the contractor leaves and a property changes hands. They sit on the asset, quietly accruing inspection cycles, sediment, and vegetation work. Most San Antonio properties we audit are out of compliance on at least one of them before we walk the first basin.

We take over the program. The annual TCEQ and City of San Antonio reporting, the inspection schedule for every BMP on the site, mowing and vegetation management on basin side-slopes, sediment removal timing, trash-rack clearing, and repair coordination when something breaks between visits. Ownership receives one quarterly report: a plain-language summary of what was inspected, what was repaired, what's coming next quarter, and the line items the budget is tracking against. Property managers get a calendar they can actually plan around. Asset managers get a compliance file that reads cleanly during due diligence, lender questionnaires, and the eventual sale or refinance of the property.

The work itself is unglamorous and structural to long-term asset health. A detention basin that has lost 20% of its design volume costs nothing to anyone, on paper, until the storm event that overtops the embankment costs roughly the price of every car in the surface lot below it. A vault that has been bypassing untreated runoff for two years costs nothing, until the City pulls service records during an MS4 audit. Post-construction compliance is the boring, scheduled work that keeps both of those bills from ever being written.
